IT Refund not received

Ref # - 1290022916; Refund of 28014 for year 08 not received yet. How fair is it that we don't get what the Dept owes us but are expected to pay FILL IT for another financial yr 08-09 just another month/two down the line? I was advised by the IT consultant to call 23242690, apparently no phone's working with that number. So... can we have what IT Dept owes me for 07-08 refunded, before I'm asked to pay up for 08-09? Thanks!
