Non refund of refundundable tax amount

Despite making several enquiries and rounds to the IT office at Dibrugarh (Assam), I've not received my tax refunds for Assessment years 05 and 09. It's always assured that the refunds will reach via post, but till date I'm yet to receive the same for both the years.
