Refusal to hand over Driving licence and other mails in my absence to my brother

Dear sir,

I am at present working in Doha –Qatar and as such I have authorized my brother Mr. Eapen C . Jose to collect all my mails received in the Thaikkattukara Post Office Aluva-683106, Ernakulam Dist. Kerala, in my absence. In September I have applied for renewal of my Indian Driving License. During my vacation in April- May I visited the RTO office Aluva to enquire about my driving license and they said that the license is ready but as per the rules the driving license is sent only by post and cannot be received by hand. In the mean time I returned to Qatar after my vacation.

The RTO office Aluva posted the driving license in my address and as usual to be collected by my brother in my absence. All of my mails coming in my address were collected by brother. As soon as my brother came to know that the license is arrived in the Thaikkattukara Post Office-Pin Code-683106, Aluva, Ernakulam Dist. Kerala, he approached the Post Master Mr. Haridas. He straight away refused to handover the License posted from Aluva RTO office saying that as this is sent from government office it cannot be handed over to any one other than the addressee and also mentioned to my brother that mails coming in my name will not be handed over to him in future.

I will not be going to India for another one year and if all the mails coming in my address will not be handed over to my brother it will be difficult for me as it may include financial implications also.

Therefore may I request you to kindly look into this matter and instruct the concerned to hand over all the mails coming in my name to my brother Eapen. C. Jose.
