Too much delay in delivering refill cylinders to the public - who is registering, but cylinders moves very fast -to block market

My consumer no is 8169 (papanasam- Thanjavur district), last got cylinder six months back, now given request for refill cylinder on 04-11-08, but till today (14-11-08), we didn't get cylinder. I request IOCL official to look into this and take necessary action to stop block marketing.
