Delay in delivery

I am a consumer in Viyyur, Thrissur district of Kerala State. I would like to know to whom I should lodge a complaint in Thrissur against the INDANE DISTRIBUTOR (SANTHOSH GAS AGENCY, VIYYUR) for the inordinate delay in delivering the refilled cylinder?

Also the rules regarding booking and delivery of refilled cylinders may be described.
