NEW connection

Sir,

I am residing in sankar nagar area. I went to Lalmani Gas Agency to book a new LPG connection. i got letter from there.when i went there he told me connection paper is not available.after ten days paper has come. now he is telling me new connection is closed.

Please tell me that truely booking for a new connection is closed and if it is true then how to know? connection is open
