New connection

i have been visiting the SANGANER GAS AGENCY, 31/89A PRATAP NAGAR, SECTOR-3, JAIPUR for a new lpg connection inlast 3-4 months but eaach time there is no satisfactorily response... The agency is poor in customer caring... They refused me each time for availability of newngas connection... But more they did not give me any registration form... I dont think that GAS Company has asked distributor to accept any application... Tell me the right solution
