we have given a deposit money for supplying two cylinders per month

my consumer number is : 4320 and it is registered in my dad's name "SADIQ ALI", they should supply two cylinders per month which they dont, when i talk with the agency manager, he and his employees dont speak with discipline and they openly say that they cant supply two cylinders per month and say do whatever you want. This is my second complaint, but no action is taken so far, I dont know whom to approach to correct these fraudulent agents.
