Non allotment of second gas cylinde

I have a connection from Secular Gas service. At the time of allotment I was alloted 1 cylinder citing that the second cylinder would be alloted very soon. Its been 15 months that the second cylinder has not been allotted and I am forced to hustle and bustle everytime the running cylinder is over. I am being told that DBC (god knows what does it mean) is closed and new allocations are on hold. please get it resolved ..
