Harassment and misbehaviour by the deale

Mr. Daya Nand Pandey is working as driver in our Institute. Previously he was residing in Jahangirpuri and was the customer of Jahangirpuri Gas Service, Indane LPG dealer. (When he was registered as customer there he did not submit any residence proof issued by government authorities like Ration card or Voter ID). Now he has shifted to Sector-25, Rohini. For getting his gas connection transferred he got Transfer Voucher bearing No. 016129 dated 17.12.2007 from the Jahangirpuri Indane LPG dealer. For getting the gas cylinder filled he contacted the Indane LPG dealer, M/S. Tirupati Balaji Associates, Sector-5, Rohini, Delhi-85 and produced Transfer Voucher. The dealer asked him to come with proof of residence issued by the government in the form of Ration card or Voter ID. He told them that any of those proofs is not available with him. The dealer told him to come with a certificate issued by the employer on the letter head. Mr. Pandey requested me to issue the certificate, I issued the same and he produced the same before the dealer and requested him to issue LPG for which the dealer denied. Mr. Pandey said that he could produce the Bank Pass for which the dealer said O.K. Again the driver contacted the dealer and produced the Pass Book but the dealer returned the same by saying that the Pass Book was more than three months old. He took many rounds in one week time to get LPG from the said dealer but he could not get.

On 24th of December he came to me and told the whole story on which I asked him to give the contact numbers of the dealer to know what actually the matter was. He gave me three numbers and I tried all the three but none was picked. I took the number of the Indian Oil office, Barakhamba Road from Just Dial and contacted where Mr. Soni was available. I told the whole story to Mr. Soni and he gave me the number of the Field Officer (Ms. Desuza) and asked me to contact her. I contacted her and told the whole story then she gave me the number of Mr. Sapra. I tried to contact Mr. Sapra but he did not pick the phone. I tried to tell this to Ms. Desuza, three-four times but she put my phone on hold every time. I tried to contact Mr. Soni three-four times for the solution but hearing from my side he did not respond every time.

On the same day, I went to the office of M/S. Tirupati Balaji Associates, Sector-5, Rohini at about 4.15 p.m. There were three ladies sitting in a row in a room like cage bolted from inside and the lady sitting last one from the window was the dealing person. There were four-five other customers on the window, who were also presenting their problems and I had to speak loudly. I told her that my voice was not reaching properly to her and requested to open the door to discuss the matter but she did not. I had no option to explain in the same environment. She said, “you go to Indian Oil company and if they allow then the LPG will be issued. The office of the manager was closed. I asked about the availability of the manager. Then a customer told that a person standing at a distance of ten feet might be the manager.

I approached him and asked him about his name and designation. Without telling this all he asked me to speak out. I repeated my question. He said, “who are you”? I introduced myself. He said, “I am Kumar”. I asked him his full name, he told me that his full name was Kumar. He said, “speak out”. I requested him to sit in office to discuss the matter on which he opened the office with agitated mind. I told him the whole story. I requested him to tell me the solution. He told to come with the new Pass Book. On this I asked, how can we get that when we have older one”? He said, “Go to police station and say my older Pass Book has lost, they will register an FIR, then get the new Pass Book issued from bank”. I asked him, “is it not possible for you to issue LPG against the documents we have with us”? He straight way said, “No”. I requested him to give this in writing. At this he started shouting that the driver had already been told to come with the residence proof issued by the government otherwise the LPG will not be issued and now I will not make you my customer and sector-25 is not in my area. I raised a question, “if it is not your area, you could tell the driver on the first day and secondly, is it your choice that you can make customers of your choice and also requested not to shout”?

On this he said, “yes, it is my choice and you get out from my office, shut up and you don’t know me I will tell you”. He also added, “I have seen so many professors and I was also a professor”. I said, don’t shout and I can also shout”. At this he pushed me out of his office.

I gave a ring to PCR, police came there. For the reasons unknown to me, Mr. Vinod Kumar, a policeman, without talking about his behaviour, also started uttering the same language of the dealer that you go to the company office, it is not his area and the like. But two policemen, who were with Mr. Vinod Kumar, kept mum.

I request your good self to initiate a punitive action against such a vulgar and uncivilized person and his agency may please be cancelled immediately. It must also be enquired that how many customers are registered with him from sector-25, and if he had registered other customers from sector-25 then how could he deny to this customer by saying that this was not his area. He must also be asked about the person who authorized him to manhandle and misbehave. One more question is also there that If a person does not have any government proof of residence whether the LPG will be issued to him on the basis of a certificate issued by the employer on his letter head or not? Overall, If the LPG could be issued to him for the first time from M/S. Jaahngirpuri Gas Service without any residence proof issued by the government then how he can be compelled to submit the same now.

This is for your kind information with the request that if he behaves in such a way with a well qualified person of sixty years old then what can be expected from him for the general public?
