Non-delivery of Refil even after two months No action on DBC request

I am writing in ref to consumer number 16898 (With Panakkal Agencies, Kunnamkulam) in the name of my mother (Mrs. Padmavathy Vasu) at my native village, Maruthancode, Thrissur Dist. Kerala. It is more than 3 years since we booked second cylinder. Every time when we enquire about the second cylinder the reply is that the agent has no instruction inthis regard from their HO. Lately, in Jan I had written to your sales officer (Thrissur Dist.) and he had informed me that IOC has not released DBC in Kerala since 2005 and that he hoped to start release of DBC shortly. Nothing has happened thus far. Everyone in my village faces this problem. Request you to please inform me on the matter as to when the consumers can expect to receive the second cyliinder of Indane. Further, the refilled cylinders are delivered after 60 days from last delivery, even if the cylinder is exhausted say in 40 or 50 days. Why such a long delay. Instead of this practice, why the cylinder is not delivered in a week's time after booking? Please look into this aspect also. Also would like to know if this is the requirement of Indane that refilled cylinders can be delivered only after 2 months of last delivery?
