INJUSTICE MADE OUT TO SERVING/RETD ARMY OFFICERS DURING
MULAYAM SINGH YADAV’S REGIME
Honorable Sir,
1. I am a serving Army Officer and approaching you for a favour. This complete episode goes back to the days of Mulayam Singh Yadav government’s regime. I belong to Bulandshahar in UP. My father is also a retired Army Officer settled in Bulandshahr. He retired from 8 kumaon in 1990 from the rank of MAJOR.
2. On 16 Dec 06, the local SOG team of UP Police under the directions of DM and SSP Mr Meena raided the tenents of my house at 34 SFS Awas Vikas Colony DM Road, Bulandshahar without any search warrants or any legal authority. This SOG team was led by DSP of Shikarpur Mr Shashi Sekhar and one SI Pramod Pawar. They carried away lots of valuable articles at gun point not only from my house but also from the house of my tenents, which included arms along with renewed licenses of tenents and my father. Money and jewellery was also looted at gun point by DSP Shashi Sikhar and SI Pramod Pawar, from my house. The place and FIR launched has been total fraud as no right place, time, location and incident has been quoted correctly. They also raided my village and carried out a planned loot which has not been mentioned anywhere in FIR.My telephones were illegally taped by DM / SSP Bulandshahr and various fraud CDs made depicting that the voice was of my mother and father. Nowhere those CDs have been produced as proofs in FIR.Case for compensation against then SSP Mr Meena and DM will be soon taken up for illegally implicating Army Officer in fraud cases and putting a tag of Ganster and sending him to jail.
No licenced arms of my father have been taken on record and returned till date. These include a .12 bore DBBL gun and .38 pistol. I am worried that these weapons can be used by these officers for some antisocial jobs/fake encounters and anyone may be blamed for this at any stage of their service Hence I am putting it in writing to all channels of police and state machinery. The last time .12 bore gun was seen with inspector CP singh and head constable at kotwali but has gone missing from police custody.
3. On directions of CJM BULANDSHAHR, FIR has been lodged against two officers ie, DSP Sashi sekher and SI Pramod Pawar of UP Police at KOTWALI Bulandshahar under section 835/07/392IPC. The matter was investigated by CO Bulandshahr City Mr Mukul Dewedi but he put FINAL REPORT without going into much investigations for reasons best known to him and Police Dept. His role is the whole matter is prejudice and completely favourable towards police party. Also CJM Bulandshahr has passed an order against FINAL REPORT submitted by CO CITY MR Mukul Dewedi on 24 jun 08.While carrying out an enquiry CO City Mr Mukul Dewedi has examined all witnesses which do not really exist on the addresses as mentioned in his FINAL REPORT.Most of the witnesses are fraud and he has tried to help out his collegues in police uniform. CJM Bulandshahr has also directed SSP Bulandshahr to resubmit report with actual details by superior officer within two months. I have personally spoken to SSP Bulandshahr Mr Rajkumar but he has point blank refused to act saying that enquiry is been conducted by CO City Mr Mukul Dewedi. I request you to direct SSP Bulandshar to play active role in getting the truth and tracing licenced weapons/articles/money of Army Officer out as it is a matter of concern. Moreover directions should be given out to SSP BULANDSHAHR to arrest the named individuals in FIR and recover the items money and weapons. Delay in arresting these individuals is best known to SSP Bulandsahhr.
4. I am definitely going to take up the case till conclusion and reqire your help/kind cooperation in this regard. I also plan to book the District Magistrate and SSP Meena, who were the highest Govt officials present in Bulandshahr District during raiding time and should owe equal responsibility for such acts of injustice. Also these both officers have now been threatening my family and neighbours and my tenants. DSP Sashi sekher and SI Pramod Powar openly claim to be the right hand people of Amar Singh and Mulayam Singh Yadav. I request for an independent inquiry on this episode in which money/arms were looted and fake FIR was launched against Army Officer with no independent witnesses available till date. Constable Gyanender singh has been operating as a local goon in police uniform and helping police officials of the district in looting money and brooking deals with local criminals. As per records available 5 such incidents were done just in period of 3 months. Moreover for easy access to senior police officials of the District he still is been posted next to Bulandshahr and is giving a helping hand in extracting money in same way. His posting to Secundrabad needs a through investigation by an independent agency.
5. May I request you to further strengthen my case by booking the culprits. SI Pramod Pawar and DSP Shashi Sekher and SOG TEAM who still continue to hold the office at various locations for the reasons best known to the Police and Home Dept.
