Indiane gas connection with out ration card

In Tamil Nadu getting LPG connection is very difficult, for more than one year am using LPG connection in chennai, which was trasferd from Andhra Pardesh, suddenly dealers are telling that without ration card we are not going to book the cylinder here on, also they have mentioned that we need to apply new rationcard. But we already have it in andhra so, we need to cancel that card and apply here. All these rules changes state by state, I stayed in bangalore for 3 years, there they are not asking any ration card.i don;t know why they are asking in tamil nadu.
