Extra charges against bill

I have a Domentic LPG Connection from Indore Indane, Khajrana Road, Indore, M.P. Delivery boys are always charging Rs. 349.00 / 350.00 against billing amount of Rs. 348.06. How come every time a consumer is forced to pay extra.. They are also not accepting payment by account cheques.
