Lost Hand bag and poor response from Railway staff and RPF Police

Hai, I am Appanna, Engineer/ISRO writing this incident.

I have travelled by Mysore- Howrah express (Train No: 0804) from Mysore to Renigunta on 27.12.2009 with ticket bearing PNR NO: 4113535315 (Bearth Nos: 57, 58, 59, 60 and 61 of S6 Coach) along with my wife, two childred and my aged mother. we boarded at Mysore. there are very few passengers are there in coach. one Girl aged about 20 years roaming in the coaches- all sleeper coaches shouting in both telugu and hindi. we asked her to get out of the sleeper coach but she never bothered about our words.

we slept by closing shutters and keeping our head towards windows. When we are about to reach Bangolre station, train had stopped for some time (may be for signal) in the mean time one person approched to our middle berth S6-58 and pulled the hand bag (Bag containing: ATM Cards, Money purse with Rs 3000/-, Mobile Phone with BSNL Sim and CHSS Cards) which is kept below the head and ran away. Immediately we shouted and alerted other co-passengers. But the thief missed and train pickedup speed.

We tried to locate TTE throughout sleeper coaches but could not find any TTE. On reaching Bangalore I had approched Railway Police and informed the incident in Rly Police station on Platform No:6. The police not even listening and giving guidenece. As the time is nearing for depature of train, I wrote the complaint in police Log book. On return to my coach, I had seen one constable petroling on platform. I told him the incident. He came with me and advised some other constable to see the issue. As time elapsed for departure of train, and train started again.

we found the girl who is acting like mad in S3 Compartment. In Krisnarajapuram stn, again I approched the Rly. constable on platform and told the whole story. He came and checked with the girl but could not check fully as she is lady. He also left the girl in reserved compartment again. Finally in next station she got down. I came to know this girl and two more people are roaming suspectingly in the train.

There is no TTE available for getting help in any of the sleeper classes from Mysore to Renigunta. I approached TTE of AC Coach and told total incident in Bagalore as well as Krishna Raja Puram. But He says he is helpless and advised to approach TTE of sleeper coach only. Is it not his responsibility to act whenever such incidents happening in train and bringing to his notice.

I had strong doubt on that girl s hand in this robbery. But due to non-cooperation of Rly. Authorities and police I could not get back my bag. As we lost all the money I faced somuch problem to reach the destination. With the help of co-passengers I could manage.

on reaching Renigunta, I approached station manager and lodged the complaint. I also approched Rly. Police, Renigunta to accept my complaint at 10.00 hrs, as I could not lodge the fullfldged complaint at the place of Occurance (Bangalore).

The initial response of the police is not accepting the complaint. As I need the complaint is to be lodged so that I can get New set of BSNL sim which is provided by my department, CHSS card issued by AO, SDSC SHAR and ATM Cards issued by SBI, Sriharikota. But after lot of request I could get the complaint lodged only at 12.00 noon and certicate issued by taking Rs 100/-.(Saying that they will send the complaint to Bangalore by Regd. Post/ Courier).

Rly Police says that we have to lodge the complaint at the place of occurance. Is it mean that I have to get down at Bangolore with my family to lodge the complaint to the police who are not responding at all and face further problems there itself? The SI of Reniguta police says that he had to do lot of work if he accept the complaint. As the incident occured at differnt state, It seems he has to send through his SP. I don t know what is the problem he is having to accept the complaint itself. In his view we are only throwing a paper and he has to do somuch work. I may be wrong in thinking that the railay net work is for whole country. But as per SI (if he is right, it is only for state). I don t know where and whom to tell then.

I am really feeling shocked and ashamed being a class-I gazetted officer about Indian railways which is one of the world biggest Railway net work for getting help when in need for a educated person like me. Then what about a common man. Request all cocerned to do their duty for safety and security of the passengers.

Appanna, Engineer-SF, SDSC, SHAR, Sriharikota-524121.
