Amount debited while swiping Debit Card but did not credited to concerned party nor my a/c

I am IOB customer and having my SB A/c No. 16650, I swiped my atm-cum-debit card to deposit my fee of Rs.10550/- on date 21.8.2009 but this amount was not credited to my institute and was debited from my account at the same time. Thereafter I have to pay my fee through somebody’s credit card. Since then I am regularly following up and in this regard I met IOB Bank Manager, 7 Tolstoy Marg, New Delhi but he says that this amount has already been debited from my a/c as per the narration of pass book - on 21.8.2009 as” 01506-TITAN INST TFR-ITU-VID055310o090821-05310166501” and since then I got no response. Thereafter I telephoned my Institute owner (in whose account this sum is to be credited) he told me that he had already called up to his bank persons and they are saying that there is no transaction on 21.8.2009. I am totally helpless atleast where this amount can go as it has been more than 40 days since I am waiting for my money to be credited in my account.
