TDR Refund pending since 4 Month

Respected Group General Manager-1/Eastern Zone (IRCTC) Kolkatta,
I have booked a ticket from IRCTC Web Site on 21-Aug-08 for Faluknama Exp Train No 2704. My PNR No. is 1239156679, Date of Journey is 26-Sep. As the train was Cancelled, I fieled a TDR for that. And Now the status of the TDR is ADMIN APPROVED. Still now I am waiting for the Refaund. I am wondering IRCTC does a very large scale business and Its Bank report shows it has already done trancation in this fiscal year INR 3718817586. Even if in this case also the authority is unable to refaund my INR 401. Please stop too much Red Tapeism. Enough is Enough.
