Refubd not done even after 3 months

I booked a ticket on Lko-NDLS shatabdi exp train # 0401 on 14/7 etkt # : ekt200907150616058

It was a 1st AC ticket but due to some reason the bogey did not get attached so i was given accomodation in a Chair car

1st AC ticket costs Rs 1165.00 whereas CC costs around Rs 620 but I am not getting the refund of excess fare they charged.
