Reg.money refund for cancelled train

Dear Sirs,

On 17th may my train was cancelled. I had booked my ticket pnr no.6240005021, from irctc. So it was not possible for me to get the money refund at the station. I filed tdr for the refund on 23rd may but the money had not been refunded though 11o days are over. After 90 days I once again reminded them to refund but the message came to me that the money had not been refunded from railway. What to do? Please help me and suggest me the legal way.
