I have tried to book two tickets through irctc. during process my money has been debited from my account

but ticket not booked . several times i contact to customer care, finally i got the answer that my ticket has not booked.

If ticket has not booked, why money has been debted.

what is the next step. i was harassed by nearly more than 4 hours with my money also.
