Not receiving shipment of purchased mobile

I have purchased ztc mobile online through ivalue mart mumbai on 12th feb but more than a month elapsed i have not received my shipment nor proper response from there side, They are picking my phone and disconnect immediately with out any response what can i do please guide, me.
