Sound very slow

I am puirchase a Nikia phone 3110 Classic Rs. 4000 160 Vat = 4160 100 Life time Incoming & Loading Gana Picture Charges Rs. 100 all payment will be paid not any amount dues.

But My Phon Sound is very slow not lesean any call or not receive the phone.

Please solve the my problem
