Non booking of ticket after making payment

Today I made a payment via SBI debit card and the link got expired. When I checked my account statement I found that there is debit of Rs.590/- towards the same transaction. However, I have not been intimated about booking of ticket. I am not getting the link thereafter. Please advise how to get the refund.
