Not activating my no

Hello sir,

i hve problem in my sim card and i have replaced that sim with new no and nw they are saying that i have not given the old sim so now they are telling to sumitte the fir that my sim card has lost and sir hw can i do that i have hand over the old sim and it is there fault that they have lost so what should i do reply me as soon as possible.
