My Dad's pension not received through ECS for more than an year and half

Non Receipt of Pension to my bank account through ECS for more than a year and half

PENSION PAYABLE FOR THE YEAR 2009 NOT RECEIVED YET ALTHOUGH I HAVE RECEIVED IT FOR THE SUBSEQUENT YEAR 08 through ECS.

What could be the problem. Where to contact. Please let me know and do needful.
