LPG DISTRIBUTION AND EXCESS CHARGING

This compaint is regarding the excess charge levied by the LPG distributers in the district of Malappuram, Kerala state. The gas agencies of this district is charging heavily the lpg consumers in the name of transportation charges for the LPG cylinders even within the 5kms radius of the agency. When complained the agencies are thretening to stop the supply if we are not paid the transportation charges. However the matter was reported to the District collector and Taluk supply officer which yeild no result. The consumers are being exploited by this racket for a long and we are begging the mercy of the agencies for the supply. On enquiry I found that the district collector has not published the transportation rate so far which is leading to this widescale exploitation. Hence I request you to kindly make arrangemnet for the timely supply of LPGs and publish the transportation charges at the earilest.. I humbly request you to save us from this kind of exploitation. The complaint I have submitted is as follows: ""I request your kind attention to the undue levying of transportation charges for LPG refills. I am a customer attached to the Ram Gas Agencies, Munduparambu, Malappuram of Indane Gas for my LPG requirement. My customer No is 13138. For the delivery of LPG cylinder to my house the agency charging Rs. 20/-, though the delivery area is within 5 Kms radius. It is learned that as per rule the LPG agencies are not entitled to collect transportation charges for the delivery within 5 Kms distance from their godwon/ Offices. (Rule 9 of the Liquefied Petroleum Gas (Regulation of Supply and Distribution) Order 2000 made in exercise of the powers conferred by Section 3 of Essential Commodities Act 1955). The transportation charge levied by the agency is not reflecting in the cash bills issued by them. However during my last re-fill on 3/3 upon my insistence the transportation charges was got incorporated in writing in the cash bill. (pls see the copy enclosed). The agency also told me that, If I am not willing to pay the transportation charges I have to take delivery of refill cylinder directly from the godown. Hence I request you to kindly direct the Gas agency not to collect any transportation charges for the delivery within 5 kms radius or to incorporate the transportation charges in the computer generated cash bills if it is due. "

I also request the District collector/Taluk supply officer to take this complaint as seriously and sought out the issue but nothing happend so far. Till now the exploitation on the LPG consumers and trespassing of the consumer rights is continues. Can anybody giude me where to complain this exploitation?
