Non Receipt of Bill

I am not receiving electricity bill from june, for which i had met MSED people several times, every time they they roll over from one person to other. Every time they record the complaint in their register and says from next month you will receive a bill, but as usual... after all a government dept, will get their salary in time, whether they do their work or not.
