SUB: Non Delivery of Gas Cylinder and non submission of Bill while delivery

I booked for delivery of Gas Cylinder on 22.12.08. Till date it has not been delivered. Though the current trend is 15 days waiting period the cylinder has not been delivered.
Delivery boy while delivering the Cylinder also does not give Bill generated against my customer name, which a case will help me to suitably take up with IOC in case of deficiency in product. I am deprived of this facility also. Why this deficiency?
It is understood from local sources that trend of customer is studied and customer's user pattern is studied to divert their entitlement to Hoteliers and other to get higher price. As the bill was raised at that time, when actual delivery to customer the bill is not given. As the customers are in dire need, we could not fight it out when delivery takes place. Further the delivery boy also shouts at us by being non polite because of criminal nexes
1. Why the practice of intimating the waiting list Number to customer is dispensed with is not known? This will give the customer to keep track. Silently this is given the go by.
2. Still non giving of Bill while delivery still more atracious deliberatly depriving the customer of his entitlement to ask in case of deficiency.
3. I am having 73 year aged mother who is completely immobile, who’s requirement is high because of the need to provide hot food every time. Please understand my predicament and arrange for delivery at the earliest.
4. When I go to them today (28.01.09 at 3 pm) they tell, the Gas delivery brought but door locked like that they tell. It is teasing. They are not responding I am helpless. Please intervene to reign these arrogant behaiour
