Leakage of refilled cylinder-not take back

Sir, my indane gas connection no is AM 18775- coimbatore, tamilnadu. i booked refilled cylinder they deliverd leaked cylinder

without checked they deliverd cylinder. when we use that we came to know that it is leakingm and informed to dealer on 17.08. same itself delivery boy came and told to use the same cylinder by changing the gasket. Next we have noticed same complaint and informed them to replace but they came on 20.08.2008 and telling the cylinder has half emptied and insist us to use the same cylinder for cooking. whether it is safe to use that type of cylinder? kindly give the suggestion.
