Non receipt of PF

My father, Mr. Babubhai Sukhabhai Patel had filled up a form No.10 for refund of Provident Fund. His P.F. No.is MH/7881/2629 on 07/07. He was working with Mechanical Packing (India) Pvt. Ltd. Dahisar (East). He was working with said co. from 2005 till 31/03. After submission of form, he was asked to make one Affidavit and the co. was asked to give certain information by PF Office which my father and co. complied with. After few months, my father sent an application under RTI Act asking for the status of his PF application. The said RTI query was received by PF Office. Immediately on receiving RTI query, PF Office rejected my father's application stating that Form No.10 is not applicable to his case without specifying which form he should fill up to have the refund of his PF. No reply of RTI query has yet been received. Kindly help and advise.
