For refund my money

I was booked a flat in metro manzil, cuttack flat no.005 in ground floor dated -12-05 through the river view branch, cuttack. But Builder sell that flat to other person and told me that I was booked another flat in metro manzil (i.e flat no 008). And canceled my flat in dated-25-08.But for my money I was running to metor builder last 8 months. But he dont return my money yet. But in the rule of Metro Builder after cancellation he will return the amount in between 45 days.now I want my money for study of my younger son.
