Without sending Premium receipts how can we pay the premium

Ram Here, this is the Second time i am facing the problem, donno problem with LIC department or Postal Department

i used to get premium Recipts before i pay the Premium Bills, this is like reminder to me

but last 2 bills they were not sending premium bills as well as they are putting penalty

this is rediculous that means customer did a mistake

Can you please some one suggist how can we follow up this
