Egarding whopping bills

I hav just got new connection (new phone trib net) on 22nd march .i had applied for TriB UL data-256 plan.but to my shock i got two mtnl bills on 2/4 in just 10 days of usage.

We have received the bill for Rs. 8448.00 and Rs.506 against conection no. 26641692 and consumer no. 2033248743 for the period from 22.03.2009 to 31.04.2009. when we gone through the bill we came to know that the bill is made under the plan *TriB 250 Combo.i hav applied for TriB UL data-256 plan, at the time of filling my form.i have never applied for *TriB 250 Combo plan.

now they (MTNL) said your plan has been changed to TriB UL data-256.from now on.what does it mean?

please look into the matter.
