Mtnl cdma Data Card(Garuda)
Slow Speed than initially told

I had purchased this Mtnl DataCard on 14th June for Rs. 2850 which is non refundable. I was told that it will fetch you the speed between 60kbps to 100kbps. But the speed I am getting is betweem 15kbps to 25 kbps which is very slow.. Inspite of several complaints there is no improvement in Speed. I am unnecessarily paying the money without any effective use for me. Is there any Procedure for getting my money back or fixinfg my problem.??
