Running Business on Staircase

Hi

We are residing in Delhi, our neighbours having business of shoes supply keep their big cartons on the staircase causing very inconvenience to all of us specially the elderly parents and kids. Inspite of our several requests they are least bother and argue with us like we are doing something wrong. We would like to know is there any way to stop them to doing so. If they don't want to hire any godown they should keep their stuff inside their house but not on the passage/staircases.
