Extra connection delay

I had paid cheque payment with application for Extra connection for gas geyser on 3/8. Reference No. C100016903 Cheque No.346368 dtd:5/8/09. CBI Bank. They told that the connection will be done within 2 months. But till date there is no action for the same. And when i phone the customer care they just say we have forwarded to concern departement. They are not giving any higher officials numbers also for complaint. I feel that they are enjoying MONOPOLY. I am calling after 2 months. But no positive action. Pls.take necessary action on the same.
