Not issued passport even after 13 months

STATUS: GREEN

my file has no objections, Then why it is taking so long it is almost one and half year when i have submitted my application form. I am really in need of the passport now and i dont know what kind of process is going on and why its taking so long, I have visited regional passport office so many times and still their is no action.my police varification is over before some months and now i have completed my Mba and i got job abroad and my passport is not ready. just tell me what to do during such circumantances.
