Name change on PAN card Pending since 2 months

It is really sad to come across such poor quality of service from a Income Tax Department.

Case is pending since almost 2 months nothing has happened. Giving a call on Helpline at Mumbai 022 24994650 & Gurgaon 0124 2438000 is a waste of time since no body knows what is the status. Only one reply I get, "your application is with Income Tax Dept" Tracking the status via SMS - 53030 this is a response I am getting over more than 20 days. "YOUR APPLICATION FOR NEW PAN CARD/CHANGES/CORRECTION IN PAN DATA IS PENDING WITH INCOME TAX DEPT ON ACCOUNT OF TECHNICAL UPGRADE"

Does it take 2 month for the change in PAN card.
