Fraud in web hosting from OverLine India

I have software company. I have been purchased my Linux Server Reseller Hosting Package from WebNX company, located at Ahmedabad. I am the Sub-Reseller of WebNX. WebNX company is Reseller Customer of OverLine India, who providing hosting services. In my Reseller Account, I have been hosted around 15-17 websites of my clients. WebNX has also hosted 130 Websites of their clients. In server, from any of domain (websites) spam emails has been sent. We don't know that. Suddenly they suspend account of "WebNx". All the accounts included in his account, all suspended. I am Sub-Reseller of WebNX, so my account has been suspended. I and all my client also. I asked to WebNX, they give me reason for that. But now for solving this, re-opening the account they are asking $1500. How can we pay that too much amount. OverLine India has suspended account. Now spam can be done form one-two particular domain, then why they blocked all accounts? if spam has been done from WebNX account, then why they blocked my account? because of this problem, I am suffering a lot, and also my clients. If WebNX will not pay money, then they remove our all hosted sites. What I have to do? If mistake done by me or any of my client, then i accept it. But in this case, because of others, I have to suffer a lot. My clients are asking me for backups. Now how can I give them backup? I have been requested to OverLine India directly, but they are not giving me answers satisfaction. OverLine India is telling me to go with WebNX, but who blocked my account? OverLine India, so I am asking for help to OverLine India. I did live chat with OverLine India, but they are just want money for re-opening account. If they have well system, then OverLine India can take action to particular domain, but why action to all others? why suffers all? They are not ready to give details regarding spamming. Then how can they suspend account? Day by day, they will do it with each client, and always asking money for re-opening account. Even I have been asked for taking only backup of my client's data. but they refused it. My client have too much confidential data, now they want all backups. but OverLine India is not going to provide our backups also. If any data is going to be misused, then who is responsible? If OverLine India wants to suspend account, then give intimation to all clients before that, so all clients can take backups. but they did it directly, and gave intimation to only WebNX. I need help in this matter. I invest already too much money in this hosting, and without my fault, I have to suffer a lot. So I am registering complaint against OverLine India. Today this happens to me, in future they can play this type of game to anyone. Even they can't give me response properly in Live Chat.
