PAN card woes - what does it take???

I had received my PAN number (AEEPR4521B) from ITO Salary Ward V (4) Chennai on 11th June. I came back to Bangalore in 2001. Ever since then I have been applying for my laminated PAN card without success. I made a final attempt on 8th April at the UTI office in Ulsoor (near Ulsoor Police Station), Bangalore, where I learned that there were some mismatches in my name, my father’s name and my date of birth. I presented copies of my passport as evidence and it was supposedly corrected. I was given a receipt mentioning that correction was made and that I would receive the card within 15 days. These many days have elapsed, and on visiting the branch again I am informed that I would have to get the passport particulars attested by a gazzetted officer.

My question is this; is UTI Ulsoor defying the authenticity of a document, the ultimate proof of identity in this country, issued by the Govt. of India? Why should they go on harping about mismatches when my passport clearly states my first name, middle name and surname, and that of my father; and my date of birth? Why should they require more proof and attestation when all this already lies with the central government? We are in the computer age, but unfortunately, we are still brain-dead! We are still steered by draconian directives and an inability to iconnect! And I have not got my PAN card, by the way. I am supposed to get a notary from a lawyer, it seems….!!!
