Passport Office Chennai
Passport file is closed

I haven't received my passport. I contacted the REGIONAL PASSPORT OFFICE, CHENNAI.

They told me to apply afresh paying the money again, as the status is FILE IS CLOSED.

They are not giving any reasons for the closure of file,

I checked the status online some days back, it said police records are clear, it is in processing, but current status is file closed. On what basis my file was closed, which is just 4 months old. I need to get my passport at the earliest.
