Egarding my daughter's passport

Dear sir/madam

I have applied for my daughters passport in tatkal scheme on 5th november and the passport authorities said that it will be delivered within one week of time but till date no passport of my daughter was been delivered and i need to move from india before this month. Before that i have to apply for my daughter's visa also. But without passport i can't do anything. And whenever i am trying to reach the passport office enquiry they are not answering at all. When they are unable to answer the public's calls why they are keeping those nos.?

I ned immediate answer from the authorities.
