Why my pf not submitted

Espected sir,

i was working in pasupati fabrics ltd. kosikalan mathura fom 01-07 to 22-11.my pf no up/2260/3362.my total pf was not submitted by company.from April no interest pay on this account by government.who was responsible for this.

why pf office not force on company to submitted this fund.if my fund not submitted then i go to RTI for my MONEY.
