Delay in delivery of lpg gas and poor response of complaint

I had Booked for the refilling of LPG cylinder consumer no. P-7951 in the name of smt.santosh devi pareek on dt.01/10 but still today on 6.11.2009 i have not recieved the cylinder yet. i have been calling the Pawan Gas Agency (Tel-9928832220, 9928827304), Srimadhopur, Dist-sikar (Rajasthan). they say that there is shortage of cylinder in agency. they are extremely rude and show a careless attitude. Please advice whats the next step.
