Non delivery of speed post

I sent an speed post (by mistake) to my parents at Sunuri, PO Sunuri Dt Purulia in West Bengal PIN 723121 from my work place at Indian Air Force Station Hindan, No 28 Wing, AF near Ghaziabad UP PIN 201004 on 25 sept 09. To my surprise the Speed post No EU 49408247 0 IN weighing is not yet deliverd till date (21 oct 09). It is shameful that a Dept like this gets a complaint of this nature. Please acknowledge me that the delivery will take how many days from now! Please suggest me the legal action may be taken to compensate the delay on the delivery of post.
