No receptance of call by customer care executive

I have been trying to connect to customer care executive of AIRCEL but there has been no response from there side the no 121 is never in working and the dealer from where i have purchased the sim is also not behaving properly with me and is saying we can not do anything and my call rates have been suddenly increased without any reason or top up...
