Airtel prepaid connection not working

I took an airtel prepaid connection on 10th Aug'09. They need regular documents for new connection and I did submit my house agreement, identity proof and photograph.

again after 7 days my outgoing has been barred, they ask me to resubmit documents, which was done.

again after 7 days both outgoing and incoming is barred, they again tell me documnets have not been submitted. I again submitted that.

after submitting documents 3 times also my connection has not been restored.

I want to take legal actio against airtel company. please advise what can be done...
