Outgoing facility not activated

I had using airtel prepaid sim card, Mobile no. 9998286933.

on 14.03.2008 i had lost my mobile and on 15.03.2005 i had visited airtel office and blocked my sim card. then i paid for new sim card having the same no. they told me that this new card will be activated in next 12 hours. after 12 hours the card was activated but outgoing call and message facility was not activated. so i dialed customer care no. which was announced during the messege over my phone that " your outgoing call facility in not activated please call 9898012345 for assistance" but form that sim card i was not able to dial that no. because the outgoing call was not supported on that no. then after i called customer care on 121 three times. first time they promissed me to activate it in next 12 hours. then second time they promissed that after 4 hours it will work. some time they cut-off line saying that they cant hear my voice. lastly today i called 121. but i am till not satisfied with the answer. i tried to go over website of Airtel. but i did't find any thing about customercare.

at present i am using other sim card which is very costly to me. So, please do needfull.
