Bill amount higher due to Malfunction of Land line Phone

I have a Land line Phone along with broad band connection. But we are not at all using it because I am having air tel mobile and my son is also other mobile who is working at Bangalore. But the bill amount for this month came for aboutRs.1400/ which shows the phone usage about Rs.600/-. This is only due to Malfunction of Phone which is replaced by a new one after our complaint regarding the same which my wife noticed. Kindly take this complaint and do the need ful.
