Signal never good enough or never connected

Sir I have a broad band connection and ever since I got one it has hardly been worthwhile. Mostly it connects to a low signal strength... so even when I get no activity from the service I get billed as the system says I am connected. I have waited connected whole days waiting for the signal strength to increase in vain. Rich company scamming the poor to get richer by cheating it seems. Now I want to discontinue the service and am unable to because I can't find any place to put my request in. Can anyone please help me there and give some website or a phone number where I could contact some one? Extremely greatfull. It seems best to stick to BSNL
